The final 2026 Guidebook of Policies and Procedures for Pre-Rulemaking Measure Review (PRMR) and Measure Set Review (MSR) is now available. Battelle updates the Guidebook annually to strengthen PRMR and MSR processes and ensure they reflect stakeholder feedback, lessons learned, and evolving program needs. These updates support a rigorous, transparent, and collaborative review process.
Key 2026 Updates
- Enhanced plain language descriptions of PRMR and MSR evaluation criteria.
- Updated the PRMR Recommendations Meeting structure to include both the Advisory Group (AG) and Recommendation Group (RG). The AG now provides input before RG discussion and voting.
- Added PRMR Measure Previews to give AG and RG members an opportunity to ask clarifying questions and prepare for Recommendations Meetings.
- Introduced Performance and Impact Analyses for preliminary MSR measures, providing publicly available performance data and additional information on measure characteristics to inform public comments.
- Enhanced the PQM Workspace for committee members by centralizing member information and adding discussion, resources, news, and event features.
- Clarified the public comment process to post comments as submitted at the close of the comment period and reinforce expectations for public-facing content.
To promote transparency, Appendix A includes all public comments received during the comment period, along with Battelle's responses.
