The CQMC is a public‑private partnership, founded in 2015 by AHIP and Centers for Medicare & Medicaid Services (CMS) and convened by Battelle’s Partnership for Quality Measurement. It is a membership-driven and -funded effort with additional support from CMS and AHIP. The CQMC brings together health care interested parties to develop core sets that help align measures across payers.
The CQMC aims to:
- Identify high-value, high-impact, evidence-based measures that promote better health outcomes and provide useful information for improvement, decision-making, and payment
- Align measures across payers to achieve consistency in the use of measures for quality improvement, transparency, and payment purposes
- Reduce measurement burden by eliminating low-value metrics, redundancies, and inconsistencies in measure specifications and quality measure reporting requirements across payers
- Maintain and update core measure sets to reflect changes in clinical guidelines, data sources, and implementation challenges, while identifying gaps and expanding into new priority areas
