Comment on Proposed Measures for the 2026 Measure Set Review (MSR) Cycle

Battelle is kicking off the 2026 Measure Set Review (MSR) cycle and needs your input! The MSR process is an annual opportunity to consider measures for continued use in select Centers for Medicare & Medicaid Services (CMS) quality programs. We need your help to select 35 measures for the MSR Recommendation Group to review and vote on during the October MSR Recommendation Group meeting.  

In consultation with CMS, we have identified 39 active measures across CMS quality programs for potential review. Each MSR cycle focuses on measures within a priority area of the Cascade of Meaningful Measures. This year’s cycle focuses on the Safety priority.     

Public Comment Deadline: July 6, 2026  

Submit a Written Public Comment  

  1. Navigate to the list of open MSR measures
  2. Filter the list by Medicare Program. 
  3. Click the measure title from the filtered list. 
  4. Review the information on the Measures Overview tab and Measure Performance in Program tab. 
  5. Click the ‘Public Comment’ tab on the measure page to provide feedback. Please note that your name and organization will appear alongside your comment once published.  
  6. Add attachments, as needed, to provide context to your comments. Complete the math problem and click Submit. 

Repeat these steps to submit comments on each measure.
