Working Draft Guidebook of Policies and Procedures for PRMR and MSR 2026

Battelle annually reviews and updates its Guidebook of Policies and Procedures for Pre-Rulemaking Measure Review (PRMR) and Measure Set Review (MSR) to reflect process enhancements and interested party feedback. The Guidebook will be finalized following a review of public comments. Public comments will be included in the final Guidebook’s Appendix.    

Policy/Process Updates 

The draft 2026 edition includes the following enhancements:  

  • PRMR Recommendations Meeting Structure 
    The PRMR Recommendations Meeting now includes both the Advisory Group and Recommendation Group. The Advisory Group provides input first, followed by Recommendation Group discussion and voting. 
  • PRMR Measure Previews 
    Battelle will host virtual measure previews to help committee members prepare for the PRMR Recommendations Meeting. Advisory and Recommendation Group members may ask clarifying questions about Measures Under Consideration (MUCs). Members of the public may attend in listen-only mode. 
  • MSR Performance and Impact Analyses 
    Each of the up to 50 preliminary MSR measures undergo a brief Performance and Impact Analysis that references publicly available performance data and other information about measure characteristics. 
  • Public Comment Posting 
    Battelle will post public comments, as written, by the end of the public comment period unless otherwise noted. Commenters should submit only information they are comfortable making public and avoid including prohibited content. 
  • PQM Website Workspace Enhancements 
    The updated PQM website workspace centralizes member details and includes a discussion board, resources, news, and events.
