The Scientific Methods Panel (SMP) advises Battelle on measurement science, with a focus on the scientific acceptability of clinical quality and cost/resource use measures.
SMP Objectives
- Promote scientific rigor in measure development
- Support consistent and transparent evaluation of measures
- Build knowledge and skills across the Partnership for Quality Measurement (PQM) community
- Improve health outcomes through responsible measurement
SMP Membership
The SMP has 12 to 20 members who are experts in clinical practice, measurement science, statistics, data science, artificial intelligence, health informatics, and Fast Healthcare Interoperability Resources (FHIR®).
- Members are selected by Battelle through an annual nomination process.
- Members serve three‑year terms.
- Members participate on a PQM committee supporting Pre‑Rulemaking Measure Review (PRMR) or Endorsement & Maintenance (E&M).
SMP Contributions
- Development of CBE guidance, including Closing Care Gaps Guidance and Reliability Guidance
- Contributions to E&M Guidebook content on cost measures and electronic clinical quality measure (eCQM) testing
