Battelle annually reviews the PQM's Guidebook outlining its approach to Pre-Rulemaking Measure Review (PRMR)/Measure Set Review (MSR) activities. By reviewing and updating, we ensure our processes and procedures are continually refined and reflective of feedback received throughout the year.

The draft 2025 edition of the PRMR/MSR Guidebook is open for comment from June 16 to July 6, 2025.

For 2025, we implemented several changes:

  • Increased accountable care organization (ACO) representation on the Clinician Committee.
  • Assigned new patient committee members to the Advisory Group.
  • Added a public comment opportunity to the MSR measure selection process.
  • Updated voting procedures for PRMR so those who vote affirmatively provide considerations for measure refinement and those voting negatively must provide their reasoning.
  • Revised the conflict-of-interest policy to allow members with a conflict of interest to participate in Recommendation Group discussions, but not in voting.
