Endorsement & Maintenance

Why are measures important? Because when tested and implemented correctly, measures can enhance the entire health care system by allowing both clinicians and patients to make informed decisions based on the patient’s health care journey.  Battelle is a certified consensus-based entity (CBE), ensuring informed and thoughtful endorsement reviews of clinical quality and cost/resource use measures. 

Measure Submission

Measure developers and stewards can submit measures to Battelle electronically using our online system. To prepare, downloadable templates for the Intent to Submit (ITS) and Full Measure Submission (FMS) forms. Each E&M cycle has a designated ITS deadline and FMS deadline (Table 2). During ITS, measure developers/stewards submit key information (e.g., measure title, type, description, specifications) about the measure via our Submission Tool and Repository Measure Database (STAR) at least 1 month prior to the FMS deadline of the intended E&M cycle (Fall or Spring). We use this information to confirm the number of measures that may be evaluated during a given cycle. During FMS, developers/stewards must submit the complete measure information (e.g., evidence of importance, testing results, measure implementation findings).

*Deadlines are set at 11:59 p.m. (ET) of the day indicated. If the deadline ends on a weekend or holiday, the deadline will be the next immediate business day. 

The E&M project staff provides technical assistance to measure developers and stewards at any time before or during the measure submission process and the E&M cycle in which the measure is being reviewed.  

Steps for Submitting a Measure to Battelle for Endorsement Review
1.    Create a PQM Account - To submit a measure, please login or create an account.

  •  When you create an account, enter your email address and select "Send verification code." You will receive an email with the verification code. Enter that code in the account creation form and select "Verify code." 
  • Complete the required fields and select "Create."  
  • You will be returned to the Homepage of the website. From there click "My Account" in the top right to begin the Measure Submission Process.

2.    Review Requirements for Endorsement Consideration - Prior to any measure being considered and evaluated for endorsement, several requirements must be met:
 A Quality Measure Developer and Steward Agreement (QMDSA) form is signed (see QMDSA step below).

  • The measure must include data from the past 5 years. This includes data used for testing, performance gap and trend analyses, and stratification.
  • The measure is fully specified and tested for reliability and validity.
  • The measure specifies a responsible entity (i.e., accountable entity) and any analyses conducted (e.g., performance gap, reliability and validity testing, trend analyses) are performed using the data source(s) and level(s) of analysis for which the measure is specified.
  • The intended use of the measure includes accountability applications to achieve high-quality efficient health care.
  • The measure submission information is complete and responsive to all relevant submission items so that all the information needed to evaluate the measure is provided.


3.    Review the ITS and FMS forms -  Please use the downloadable templates to prepare for the Intent to Submit and Full Measure Submission. When you are ready to submit, login to your PQM account to complete and submit online forms for E&M review.


4.    Complete and Submit Your QMDSA (if applicable) - All measures not owned by a government entity require a measure steward and a fully executed Quality Measure Developer and Steward Agreement (QMDSA) form. QMDSAs are effective for five years.
