Earlier this year, the Partnership for Quality Measurement’s (PQM) Endorsement and Maintenance (E&M) Committees evaluated measures up for initial endorsement or maintenance endorsement review. After rigorous discussion, committee members voted either to endorse, endorse with conditions, or not endorse a measure. Final endorsement decisions and the associated rationales are available for the following projects:
- Primary Prevention
- Initial Recognition and Management
- Management of Acute Events and Chronic Conditions
- Advanced Illness and Post-Acute Care
- Cost and Efficiency
Anyone may submit an appeal for a Fall 2023 endorsement decision by 11:59 p.m. (ET) March 18. Please email [email protected] with the subject line “Appeal Request for CBE #XXXX.” If an appeal is eligible, the Appeals Committee will be convened on March 27, 2024, to consider the appeal.
Appeal Eligibility Criteria:
Appeals of Endorsement Decisions: For measures that were endorsed or endorsed with conditions, the appeal must demonstrate:
- The appellant's interests are directly and materially affected by the measure and Battelle's endorsement has had, or will have, an adverse effect on those interests;
- A procedural error occurred, or information available by the Intent to Submit deadline was not considered, potentially impacting the decision.
Appeals of Measures Not Endorsed: For measures not endorsed or in which endorsement has been removed, the appeal must be based on at least one of these factors:
- Misapplication of Evaluation Criteria: Specify which of the criteria you believe were misapplied and how.
- Improper Process: Specify the process step not followed, how it impacted the decision, and how it should have been handled.
