Battelle is pleased to announce the release of the 2023 Pre-Rulemaking Measure Review (PRMR) Measures Under Consideration (MUC) Recommendations Report.
This report summarizes the recommendations of multi-stakeholder groups convened by Battelle’s Partnership for Quality Measurement (PQM) to review measures under consideration for use in Centers for Medicare & Medicaid Services (CMS) programs. These measures address a diverse range of health care priorities, including chronic disease management, preventive care, patient safety, and health care equity.
The feedback and recommendations provided by these interested parties play a crucial role in assisting the Department of Health and Human Services (HHS) in selecting measures for CMS programs.
Key Highlights of the Report
Comprehensive Review: PRMR Committee Members reviewed 42 measures under consideration for use in 13 CMS programs.
Multi-Stakeholder Input: The recommendations reflect the perspectives of a diverse group of interested parties, including clinicians, patients, consumers, researchers, and payers.
- A Focus on Appropriateness and Impact: Recommendations are based on a measure’s appropriateness for a specific CMS program. PRMR Committee Members focused their review on a measure’s meaningfulness, if it is scaled to meet program-specific goals, and if the measure demonstrates a clear vision of near- and long-term program impacts.
