It is an access measure because it is intended to identify very low rates (less than 1-2%) of long-acting reversible methods of contraception (LARC), which may signal barriers to LARC provision.

DenominatorWomen ages 15-44 at risk of unintended pregnancy.
ExclusionsThe following categories of women are excluded from the denominator: (1) those who are infecund for non-contraceptive reasons; (2) women who had a live birth in the last 2 months of the measurement year; or (3) women who were still pregnant or their pregnancy outcome was unknown at the end of the measurement year.
