Systematic assessment of face validity of the measure’s performance score as an indicator of quality or resource use

The measure is a PRE-PM, which calculates the percentage of contraceptive care patients who give a “top box” score for their experience of contraceptive counseling. The measure is a four-question survey which asks patients about key components of patient-centered counseling, including respect and adequate information. A “top box” score is defined as a response which gives the highest score for each of the four questions. Respondents give answers evaluating the quality of contraceptive care they received in the past six months.

Percentage of surgical inpatients who experienced a complication and then died within 30-days from the date of their first “operating room” procedure. Failure-to-rescue is defined as the probability of death given a postoperative complication. 

The Use of Pharmacotherapy for Opioid Use Disorder measure evaluates the percentage of Medicaid or Medicare-Medicaid participants, aged 18 years and older, who have been diagnosed with an opioid use disorder (OUD) who filled a prescription for, were administered, or dispensed, a Food and Drug Administration (FDA)-approved medication to treat or manage OUD during the measurement year.

This metric is designed to measure the critical care transport team's utilization of waveform capnography during critical care medical transport.  Waveform capnography has evolved as the standard for the safe placement and maintenance of advanced airways (e.g., endotracheal tubes) in adult and pediatric patients.  The metric specifically focuses on transported patients with advanced airways in whom continuous waveform capnography is appropriately used.  This metric is stratified by age into the following three categories: neonatal (defined as infants <29 days), pediatric (
